ARTICLE I — TITLE, AUTHORITY, PURPOSE#

ARTICLE II — CLASSIFICATION AND ESTABLISHMENT#

Section 1. - Districts.#

For the purpose of this ordinance, all land in the City of Covington is hereby classified as belonging to designated districts as follows:

C-2 Neighborhood Business
C-3 General Business
M-1 Light Industry
M-2 Heavy Industry
CN Conservation

Section 2. - District boundaries.#

The boundaries of the said zones so designated in section 1 of this article are hereby established as shown on the zoning map of Covington, on file with the city manager's office. Unless otherwise specified, the boundary lines on the zoning map are boundary lines of streets and alleys, or such lines extended, the centerlines of creeks or streams, boundary lines of railroad rights-of-way, or the corporate limit line.

Section 3. - Interpretation.#

Unless district boundary lines are fixed by dimensions or otherwise clearly shown or described, or where uncertainty exists with respect to the boundaries of any of the aforesaid districts as shown on the zoning map, the following rules shall apply:

(3-1) Where a district boundary is indicated to follow a river, creek or branch or other body of water, said boundary shall be construed to follow the centerline of low water or at the limit or jurisdiction of Covington.§

(3-2) If no distance, angle, curvature description or other means is given to determine a boundary line accurately, the same shall be determined by the use of the scale shown on said zoning map, and in case of dispute in the use thereof, the determination of the city's surveyor shall be final.§

(3-3) Such determination of district boundaries shall be made by the zoning administrator and if uncertainty still exists as to the location of such boundaries, the matter shall be referred to the board of zoning appeals (BZA).§ See article XIX.
