Chapter 2.24 - FIRE DEPARTMENT#
2.24.010 - Fire department.#
The fire department shall consist of a chief fire administrator and other officers and personnel necessary for the effective operation of the department as determined by the personnel officer and the city council.

2.24.030 - Chief fire administrator.#
The chief fire administrator shall be appointed by the personnel officer. He shall be discharged by the personnel officer only for just cause subject to the approval of the city council.

2.24.040 - Officers and personnel.#
The personnel officer shall, in consultation with the chief fire administrator, appoint the officers and personnel deemed necessary for the fire department. Such officers and personnel shall be accountable to the chief fire administrator and subject to discipline or removal pursuant to the city's rules and regulations.

2.24.080 - Duties of chief fire administrator—Generally.#
The chief fire administrator shall formulate a set of rules and regulations to govern the department and will be responsible to the city administrator for the personnel and general efficiency of the department.

2.24.090 - Duties of chief fire administrator—Training.#
The chief fire administrator, officers and/or personnel training shall be responsible for the duties contained in their respective job specifications.

2.24.100 - Duties of fire marshal—Arson investigation.#
The fire marshal is required to assist the proper authorities in suppressing the crime of arson by investigating or causing to be investigated the cause, origin and circumstances of all fires.

2.24.130 - Duties of chief fire administrator—Annual report.#
The chief fire administrator shall make a complete annual report to the city administrator within one month after the close of the fiscal year, the report to include the information specified in Section 2.24.120* together with comparative data for previous years and recommendations for improving the effectiveness of the department.

2.24.140 - Right of entry—Abatement of fire hazards.#
(a) Whenever it is necessary to make an inspection or whenever the chief fire administrator or his authorized representative has reasonable cause to believe that there exists in any building or upon any premises any condition which makes such building or premises a fire hazard, the chief fire administrator or his authorized representative may enter such building or premises at all reasonable times to inspect the same or to perform any duty imposed upon the chief fire administrator by this chapter or any ordinance of the city; provided, that if such building or premises are occupied, he shall first present proper credentials and request entry; and if such building or premises are unoccupied he shall first make reasonable effort to locate the owner or other persons having charge or control of the building or premises and request entry. If such entry is refused, the chief fire administrator or his authorized representative shall have recourse to every remedy provided by law to secure entry.
(b) When the chief fire administrator or his authorized representative has first obtained a proper inspection warrant, no owner or occupant or any other person having charge, care or control of any building or premises shall fail or neglect, after proper request is made, to permit entry by the chief fire administrator or his authorized representative for the purpose of inspection and examination of the fire hazards.
(c) The chief fire administrator is empowered to serve written notice upon the owner or occupancy of any building or premises to abate, within a reasonable time, any and all fire hazards which may be found within or upon such building or premises. Any persons so served with a written notice to abate any fire hazard or hazards shall promptly comply with the notice and shall notify the chief fire administrator of the completion of that compliance.

2.24.200 - Equipment—Provision.#
The department shall be responsible for recommending apparatus and other equipment as may be required from time to time to maintain its efficiency and protect life and property from fire.

2.24.210 - Equipment—Need recommendations.#
Recommendations of apparatus and equipment needed shall be made by the chief fire administrator to the city administrator.

2.24.220 - Equipment—Housing.#
All equipment of the department shall be safely and conveniently housed in such places as may be designated by the chief fire administrator.

2.24.230 - Equipment—Alarm systems.#

2.24.240 - Equipment—Misuse.#
No person shall use any fire apparatus or equipment for any unauthorized purpose, nor shall any person willfully and without proper authority take away or conceal any article used in any way by the department.

2.24.250 - Equipment—Interference with.#
No person shall enter any place where fire apparatus is housed or handle any apparatus or equipment belonging to the department unless accompanied by, or having special permission of, an officer or authorized personnel.

2.24.260 - Equipment—Use outside city.#
No apparatus shall be hired out or permitted to leave the city, except in response to a call for aid in an authorized area, or repairs, without the consent of the chief fire administrator or officer in charge. The officer in charge of the department shall have the power to assign equipment for response to calls for outside aid in accordance with Section 2.24.270, and in other cases only when the absence of such equipment will not jeopardize protection in the city.

2.24.270 - Mutual aid agreements.#
The city administrator is authorized to enter into agreements or contracts with nearby incorporated communities or governing bodies of other organizations with fire protection to establish a mutual aid system.

2.24.290 - Insignia for members' cars.#
Each member of the department driving a car shall be issued a suitable insignia to be attached to the car.

2.24.300 - Driving over fire hoses.#
No person shall drive any vehicle over a fire hose except upon specific orders from the chief fire administrator or other authorized personnel in charge where the hose is used.

2.24.310 - Obstructing station, apparatus or hydrants.#
No person shall park any vehicle or otherwise cause any obstruction to be placed within ten feet of the entrance to any fire station or other place where fire apparatus is stored, or within ten feet of any fire hydrant or cistern.

2.24.320 - Radio—alarm activation.#
The radio-fire alarm system shall be activated for all reported rescues and fires.

2.24.330 - Vehicle Code provisions.#
All sections of the most recent edition of the California Vehicle Code as pertains to those ordinances shall be in effect.

2.24.360 - Peace officers to assist department.#
It is the special duty of all peace officers who may be on duty and available for fire or rescue duty, to respond to all fire alarms and assist the department in the protection of life and property in regulating traffic, maintaining order and enforcing observance of all sections of this chapter.
