Chapter 2.32 - POLICE RESERVE#

2.32.010 - Established—Function.#

A police reserve as a volunteer organization composed of persons appointed by the chief of police and accepted by the city council is established. The reserve is to serve as a unit of auxiliary law enforcement of the city, pursuant to the provisions of city ordinances and the state laws relating thereto. The members of the police reserve, when ordered by the chief of police, or any authorized police officer, may assist regular officers of the police department in the performance of law enforcement functions as designated by the chief of police.

2.32.020 - Chief of police to control.#

Subject to the provisions of this chapter and rules and regulations of the city and the state of California, the control of the police reserves shall be vested in the chief of police. He shall provide for the training of personnel in the fields of law enforcement activities that he deems necessary, and for that purpose may assign such members to various police duties.

2.32.030 - Qualifications—Appointment.#

No person shall become a member of the reserve until he is able to meet all requirements prescribed by the city council. When so qualified and selected by the chief of police, in concurrence with the personnel officer, a new member shall then be sworn in by the chief of police, and/or his representative, as a member of the reserve and shall be registered as a member of the police reserve unit and take the oath of office prescribed therefor.

2.32.040 - Rules and regulations.#

The chief of police may, by order, written or otherwise, establish rules and regulations to govern the reserve and the duties thereof; provided, however, that such rules and regulations do not conflict with those provided and set by the state of California and the United States of America.

2.32.050 - Identification cards.#

Identification cards shall be issued to each police reserve member, who must carry the card at all times. Each member shall surrender all city property and the card issued to him upon termination of his membership.

2.32.060 - Termination—Resignation.#

The membership of any person in the police reserve may be terminated at any time by the chief of police or council, for causes satisfactory to them, and members may resign from the reserve at any time upon notifying the chief of police of their resignation in writing.

2.32.070 - Expansion, diminution or elimination.#

The city council may diminish and/or terminate the reserve unit by repeal of this chapter. The chief of police may, by order, expand the membership of the reserve as may be required.

2.32.080 - Impersonation.#

It is a misdemeanor for any person not a member of the police reserve:

  1. To wear or to display a police reserve identification card, badge, cap piece or insignia; or
  2. In any manner, to represent himself to be connected with the police reserve unit in the city.

2.32.090 - Uniforms and equipment.#

The necessary uniforms and equipment for reserve members shall be the same as the city regulation police uniform.

2.32.100 - Compensation.#

All police reserve members shall be entitled to medical and hospital treatment and compensation for injury and/or death as provided by the laws of the state of California and the State Compensation and Insurance Fund of California.
