Chapter 2.41 - POSITION CLASSIFICATION AND COMPENSATION PLAN#
2.41.010 - Purpose.#
(a) The purpose of this chapter is to authorize and establish a position classification plan and a compensation plan, to provide a complete inventory of all classes, to provide accurate class specifications, to ensure that each position is allocated to the appropriate class and to establish a mechanism for establishing salary ranges for each classification.
(b) This plan shall pertain to all employees of the city who are employed as of the date of adoption of this chapter, and who shall become employed thereafter. This plan shall not prohibit the city from contracting, reorganizing or deleting existing or future departments or functions in city service.

2.41.020 - Classifications.#
(a) The personnel officer shall be authorized to approve and maintain an inventory of class specifications. Classifications shall be determined by the knowledge, ability and skill necessary to perform job functions, the criticality of the tasks performed, the independence of class functions and the level of supervision received and exercised.
(b) The city council shall allocate to and determine the number of authorized positions for each classification.
(c) The personnel officer shall be authorized to allocate positions to classifications within a class series, where classifications within a series perform similar type job duties and are primarily distinguished by the level of responsibility and the complexity of the duties assigned.

2.41.030 - Compensation.#
(a) The city council shall establish the compensation, salary ranges and intermediate salary steps for all classifications. Employees shall be compensated within the salary range for each classification.
(b) In determining the salary ranges for each classification, the city council shall give consideration to presentations of recognized employee organizations; prevailing rates of pay for comparable work in other public and private employment, including consideration of working conditions; city manager recommendations; changes in the cost of living; and the city's financial condition.
(c) The personnel officer shall be authorized to determine the salary step upon initial employment of every employee, and to advance the salary of employees within the salary range in accordance with the Personnel Rules adopted by the city council.
