10.36.010 - Crosswalks—Establishment. (a) The traffic and safety engineer shall establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway, as follows:
Crosswalks shall be established at all intersections within the central traffic district and at such intersections outside such district, and at other places within or outside the district where the traffic and safety engineer determines that there is particular hazard to pedestrians crossing the roadway, subject to the limitation contained in subsection (b) of this section.
(b) Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than 400 feet in length and any such crosswalk shall be located as nearly as practicable to mid-block.

10.36.020 - Crosswalks—Use—Crossing where no crosswalk exists. (a) No pedestrian shall cross a roadway other than by a crosswalk, when such crosswalk is provided.
(b) If crosswalks are not provided, no pedestrian shall cross a roadway other than by a route at right angles to the curb.

10.36.030 - Standing or walking in roadway. No person shall stand or walk in any roadway other than a safety zone, in a crosswalk, upon a sidewalk or walkway if such action interferes with the lawful movement of traffic. This section shall not apply to any public officer or employee or employee of a public utility when necessarily upon a street in the line of duty.
