A nonconforming sign that exceeds the height, size, or spacing requirements of this article by more than 10%, or that is nonconforming with respect to one or more of the other sign regulations of this chapter, shall be changed to comply with the sign regulations of this chapter or removed from the site within 15 years of the effective date (i.e., August 24, 1995) of this section.
