Exceptions: (A) Floodplain Administrator determines change is not substantial repair/improvement, no new noncompliant square footage, no new square footage in floodway, complies with ordinance and VA USBC, and cumulative changes over 5 years <50% of structure's value; (B) changes required for health/safety citation; (C) historic structure and change would impair historic nature.
