- Notice required
Notice shall be given of the time and place of such hearing as provided in Code of Virginia, § 15.2-2204.
- Protest vote requirement
Protest by owners of 20% or more of area within boundaries or within 300 feet requires 3/4 vote of city council.
A public hearing shall be held in relation thereto at which parties in interest and citizens shall have an opportunity to be heard.
- Referral to commission30 days
No change shall be made until referred to commission; if no report within 30 days, commission deemed to have approved.

No subsequent application for same or substantially same change within one year after denial.

in case of a protest against any such proposed change signed by the owners of 20 percent or more either of the area within the boundaries of such proposed change or of the area of any lots or tracts, any part of which lies within 300 feet of such boundaries, such change or amendment shall not become effective except by the favorable vote of three-fourths of all the members of the city council
