Wherever any regulation in this chapter imposes higher or more restrictive standards than are required in any other statute, ordinance, or regulation, this chapter shall govern. Whenever any other statute, ordinance, or regulation imposes higher or more restrictive standards, such other statute, ordinance, or regulation shall govern.
