- Geographic extent
- The boundaries of the FOD shall be as depicted on the official zoning map and shall include all areas within the one hundred (100) year floodplainFloodplainLand expected to flood at a stated frequency, where building carries extra conditions. as identified on the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (FIRM) for Stafford County.

Floodplain
- Anchoring
All new construction and substantial improvements of structures shall be anchored to prevent flotation, collapse, or lateral movement during the base flood.
- Elevation requirement
All new construction and substantial improvements of structures shall be elevated so that the lowest floor, including basement, is at or above the base flood elevation.
- Floodproofing
All new construction and substantial improvements of structures shall be designed to be floodproofed so that the structure is watertight below the base flood elevation.
- Flood-resistant materials
All new construction and substantial improvements of structures shall be constructed with materials and utility equipment resistant to flood damage.
- Sanitary sewage systems
All new and replacement sanitary sewage systems shall be designed to minimize or eliminate infiltration of floodwaters into the systems and discharges from the systems into floodwaters.

All new and replacement on-site waste disposal systems shall be located to avoid impairment by floodwaters or contamination of floodwaters.
- Water supply systems
All new and replacement water supply systems shall be designed to minimize or eliminate infiltration of floodwaters into the systems.
