Any means of property access that serves three (3) or more distinct properties, other than an alley intended to provide access to the rear of lots, designed in accordance with traffic-carrying capacities, specified by the standards of the county or the Virginia Department of Transportation's Maintenance Log of Functional Classification, whichever is applicable.
