Single-family residences separately built and disturbing less than one acre... Land-disturbing activities that disturb less than one acre of land area are exempt unless these activities are part of a larger common plan of development or sale that is one acre or greater of disturbance.
Should a land-disturbing activity associated with an approved plan... not begin during the 180-day period following approval or cease for more than 180 days... No land development permit or other land-disturbing activity shall be granted or extended for more than a total five consecutive years from the date of the original permit issuance without reevaluation.
The administrator shall determine the completeness of a plan... within 15 calendar days of receipt... additional 60 calendar days from the date of the communication of completeness to review the plan... review any plan that has been previously disapproved, within 45 calendar days of the date of resubmission.
The administrator shall require the provision of long-term responsibility for and maintenance of stormwater management facilities... post-construction inspections... at least once every five years... records... retain for at least five years... submitted to the city annually.
Any person who violates any provision of this ordinance... shall be subject to a civil penalty not to exceed $32,500.00 for each violation within the discretion of the court. Each day of violation of each requirement shall constitute a separate offense.

Lot width means the average horizontal distance between side lot lines.
Lot area means the total horizontal area within the lot lines of a lot. No alley, public way, public land, or area proposed for future street purposes is included within the net area of the lot.
Lot coverage means the ratio of the horizontally projected area of the main and accessory buildings on a lot to the total area of the lot, except where otherwise defined herein.
Modular building means, but shall not be limited to, single and multifamily houses, apartment units, commercial buildings, and permanent additions thereof, comprised of one or more sections that are intended to become real property, primarily constructed at a location other than the permanent site, built to comply with the Virginia Industrialized Building Safety Law, Code of Virginia, § 36-70 et seq., as regulated by the Virginia Department of Housing and Community Development, and shipped with most permanent components in place to the site of final assembly.
Manufactured home means a structure subject to federal regulation which is transportable in one or more sections; is eight body feet or more in width and 40 body feet or more in length in the traveling mode, or is 320 or more square feet when erected on site; is built on a permanent chassis; is designed to be used as a single-family dwelling, with or without a permanent foundation, when connected to the required utilities; and includes the plumbing, heating, air-conditioning, and electrical systems contained in the structure.
Mobile home means a structure, transportable in one or more sections, not subject to federal regulations and constructed prior to June 15, 1976, which is constructed on a chassis for towing to the point of use and designed to be used, with or without permanent foundation, for continuous year-round occupancy as a single-family dwelling when connected to the required utilities.
Manufactured home park means any development in which space is leased providing for three or more manufactured homes intended for residential use for a period of time longer than 30 days.
Manufactured home subdivision means any area designated to accommodate three or more manufactured homes intended for residential use on lots owned by the manufactured home owner.
