The operative definition is the local one. Codes routinely subdivide a category into tiers — “day care 2, family”, “group home 2” — and attach different permissions to each, so only Prince William County Unincorporated’s own text settles what this covers.

Valentine's Day, St. Patrick's Day, President's Day, etc. are not considered "seasonal." ## School of Special Instruction School of special instruction shall mean a facility for the private instruction of skills or activities not directly related to employment.
