The following districts are created as special overlay districts to be superimposed on the base districts established in [subsection] A. above.
If, because of error or omission in the zoning district map or any adjustments in boundary lines or areas designated as unincorporated, any property in the jurisdiction of this ordinance is not shown as being in a zoning district, such property shall be classified A-R, Agricultural-Rural Residence District until changed by the board of supervisors in accordance with this ordinance.

The provisions of this district shall apply to all of those area designated on the official zoning maps as HP, Historic Preservation District.
The HP district is a special overlay district. Permitted uses determined by underlying base zoning. No building constructed or altered without approval of board of historic and architectural review.
The following minor exemptions shall not require board of review approval... No historic landmark, building or structure within a HP Historic District shall be razed or demolished until approved by the board of supervisors.

At a minimum, resource protection areas shall consist of lands adjacent to water bodies with perennial flow...The resource protection area shall include: 1. Tidal wetlands; 2. These provisions shall apply to all privately and publicly owned lands within the jurisdiction of Surry County, Virginia and identified as areas of special flood hazard according to the flood insurance rate map (FIRM) that is provided to the County of Surry, Virginia by FEMA.
Within any floodway area, no encroachments, including fill, new construction, substantial improvements, or other development shall be permitted unless it has been demonstrated through hydrologic and hydraulic analysis... that the proposed encroachment will not result in any increase in flood levels within the community during the occurrence of the base flood discharge.
Until a regulatory floodway is designated, no new construction, substantial improvements, or other development (including fill) shall be permitted within the areas of special flood hazard, designated as Zones A1—30 and AE or AH on the FIRM, unless it is demonstrated that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than one foot at any point within the County of Surry, Virginia.
