All trash receptacles shall be screened from view from any public right-of-way and from property zoned or used for residential purposes, whether by: 1. Storage inside a building; or 2. Enclosure within a landscaped buffer approved by the planning director or planning commission, as may be applicable; or 3. Enclosure within opaque materials which are architecturally compatible with the building which the receptacle services.
