A nonconforming building or structure that is damaged or destroyed by fire, flood, wind, or other casualty may be repaired or reconstructed, provided that: 1. The repair or reconstruction is commenced within one (1) year of the date of damage or destruction; and 2. The repaired or reconstructed building or structure does not exceed the height, area, or bulk of the original building or structure
