Parking deck or garage shall mean an off-grade structure primarily for the parking of motor vehicles (other than a carport or garage in an R or A district). When located above grade, two or more sides of such structure shall be not less than 50 percent open on each floor or level for 50 percent of the distance from the floor to the ceiling. Repair of motor vehicles shall be prohibited.
