From the ordinance

Pet care facility shall mean a commercial facility for the care, training, and maintenance of household pets. A pet care facility may include pet grooming service (the manicuring, bathing, clipping and styling of pets), pet day care, limited veterinary services (not to include surgical procedures) and accessory retail sales, but not overnight boarding or kenneling, except for extraordinary circumstances and then for no longer than 24 hours.
