- Areas shown as 'V' and 'V1' through 'V30,' and 'VE' on the December 3, 2009 or most current federal FIRMs or FHBMs and to areas in which the County has determined to be a coastal high hazard area.

- Public utility facilities
- Public parks and recreation areas
- Accessory uses and structures entirely of a storage nature that are less than one hundred twenty (120) square feet in floor area or five hundred (500) square feet for a wood frame garage
- Walls, wood fences, and chain link fences that satisfy the applicable development standards
