The Buena Vista City Council, having found that buildings and landmarks within the Seminary Hill Neighborhood include buildings listed on the National Register of Historic Places... hereby establishes the Seminary Hill District pursuant to Code of Virginia § 15.2-2306 so as to provide that buildings and structures shall be erected, reconstructed, altered or restored only after appropriate review and approval for compatibility with the landmarks, buildings, or structures within the district.
